This tutorial assumes a basic working knowledge of PSP and AS. I'm using X23 for this tut.

Mask of choice. I used Mask 4tlom and you can download it HERE

Unzip and install Animation Shop on your system
Unzip Sophisticat Simone's animation package
Load your mask to the masks folder in PSP

Font is Airnon, free from DaFont.com, HERE

Open a new transparent image 700 x 700 - you can resize later if you like
Fill with #bdd2dc
Open paper 1, resize to 700 width, paste as new layer
Layers, load/save mask, load mask from disk
Choose 4tlom_mask001 with source luminance, fit to canvas and hide all mask checked
Merge group
With your preset shapes tool, pull a circle in the middle of the tag with width set at 4
Foregound should be white, background null
Switch to your Pick tool and move the circle to the middle of the tag
If you want to be sure of placement, click Object, Align, Center of Canvas
With your magic wand, click inside the circle
Selections, modify, expand 3
New raster layer
Open paper 6, copy and close
Edit, paste into selection
Select none
Move below the circle layer
Click your group layer to activate it
Open element 75, resize and move to the top left
Open element 72, resize and move to the top right
open element 47, resize and move to the left side
Click your circle layer to activate it
Open element 15, resize and move to the right side
Open element 52, resize and move down a bit
Open element 26, resize and move down and to the right
Open element 7, flip horizontal, resize and move to the bottom left
Open element 5, resize and move down
Add drop shadows to your elements, I used 0, 5, 17, 12, black
Merge all flatten
Image, add borders, 10, white
Resize to 400 width, copy and save
Open a new transparent image 700 x 700
Fill with white
Paste as new layer
click your white layer to activate it
Open paper 1, resize, paste as new layer
Load your mask again and then merge group
Click your main image layer to activate it
Image, rotate, free rotate, left 20
Duplicate this layer, then rotate it left 10
Duplicate this layer, then roate right 10
Move this last layer down just a bit
Click your group layer to activate it
Open element 48, paste as new layer, move to the top left
Open element 68, paste as new layer, move to the top right
Click your top layer to activate it
Open element 53, resize and move down and to the left
Open element 3, resize and move to the bottom left
Add your watermark and any text you want
Go through your layers and add drops shadows as before
If you are not animating the tag, delete the white layer, merge visiible and save as a png file
TO ANIMATE
Starting with the bow layer, merge down to and including the white layer
Copy and go to AS and paste as new animation
Duplicate until you have 16 frames
Minimize for now
Open animation 458 mng file
Edit, select all
Edit, copy and then close
Maximize your background frames
Make sure your slider is all the way to the left so frame 1 is on your screen
Edit, select all
Edit, paste into selection
Position at the top left and click once to set it in place
Edit, paste into selection and position to the right of the first one and click once to set in place
Edit, paste into selection and position below the first one on the left side and click once to set in place
Minimize for now
Back to PSP
Close the eye on the merged background layer
Click any other layer to activate it
Edit, copy special, copy merged
Go to AS and paste as new animation
Duplicate until you have 16 frames
Edit, select all
Edit, copy and then close
Maximize your frames
Edit, paste into selected frame (frame 1)
Position and click once to set in place
Save as a gif file
