This tutorial assumes a basic working knowledge of PSP - any version will do.

Scrap kit is Arabesque from Sophisticat Simone and is available free from her blog HERE
The ballerina tube is by Nocturne at PicsForDesign HERE
Mask of choice. I used Mask 65 from Moon Beams and Spider Webs
Unzip your mask from MB&SW and move into your masks folder in PSP
Open a new transparent image 600 x 600 and flood fill with white - we will eliminate it when we're finished
Open paper 1, resize to 600 x 600, copy, close and paste as new layer
Load your mask with source luminance, fit to canvas, and hide all mask checked
Merge group
Duplicate this layer
Starting with the top node, pull down until you have something like this:

Open your Nocturne tube
Copy the layer you wish to use and paste it as a new image
Resize it to 500 height, copy and close
You can close the original tube also
Edit paste as new layer
Click your mask layer to activate it
Open element 44, copy, close and paste as new layer
Resize to about 450 width and move to the left a bit
Click the mask layer again
Open element 21, copy, close and paste as new layer
Select all of the paper that shows below the woman and delete it
Open element 9, copy close and paste as new layer
Flip horizontal and then move below the paper layer
Move to the right
Click the folding screen layer to activate it
Open element 66, copy, close and paste as new layer
Move over the top of the screen and resize as needed
Open element 56, copy, close and paste as new layer
Resize and move a bit behind her left shoulder
Open element 19, copy, close and paste as new layer
Resize and move to the right side
Open element 32, copy, close and paste as new layer
Resize and move so it's at the bottom of the tutu skirt
Open element 22, copy, close and paste as new layer
Resize and move down and overlap the dish
Open element 16, flip horizontal, copy, close and paste as new layer
Paste as new layer and move to the left
Click your tube layer to activate it
I put one pair of the ballet shoes and the mask in front of the girl
I had to resize both quite small
Add drop shadows to all your layers
I used 0, 4, 35, 12 black
If you're going to resize the tag, do that now before adding any text
Add your copyright and license number for the tube to the tag
Add your text - I used bluetelli, a PTU font, but any nice font will do
I used #956bb1 background, foreground null
Convert to raster layer
Select all
Select float
Select defloat
Selection, modify, select selection borders, outside, 3, white
New raster layer
Fill with white
Drop shadow 0, 2, 35, 2, black
Deselect
Merge down
Position where you want the text on your tag
Merge visible and save your tag as a png file
